Legislation Banning Specific Breeds
The ASPCA believes dog owners must be held accountable for any harm or damage their pets do to people, property and other animals. A powerful, aggressive dog is potentially a lethal weapon and such a dog breed, conditioned, trained, maintained or encouraged to attack must be treated as such by society and the law. The owner or, in this case, the perpetrator must be held fully accountable.

The ASPCA does not feel, however, that laws banning individual breeds are fair or effective. If potential aggressive breeds such as "Pit Bull" (actually the American Pit Bull Terrier or American Staffordshire Terrier) or the Rottweiler are banned by a community, those renegade members of the community who wish to own inappropriately aggressive dogs can readily create their own and inflict damage as bad or worse. There are 157 breeds now registered by the American Kennel Club (AKC), and there are probably more than 800 breeds worldwide offering an endless supply from which aggressive dogs may be constructed.
