Subject: RESPONSE TO CITIZEN CONCERNS

I have had several citizens ask me about:
l. apartments;
2. Stonebrook Parkway improvements;
3. Second road entry/exit from our newest school.

I thought it would help to give some info on those subjects on this MB so even those who don't participate, could at least read and get some insight.

Regardings apartments -- Those coming out of the ground now had their zoning approved back in the early 80's. The only control the city has on these projects is our updated ordinances regarding construction and landscaping, which were updated last year.

Some folks have asked about putting a stop to this. Well, we (city) could, but it would mean back zoning. To do this, we would have to pay the owner the cost difference, which at today's market cost, the city manager tells me it would cost the city approximately 100,000.00 per unit we would have to pay the property owner for his loss.

2. Stonebrook Parkway -- the contract has already be let for the southern portion from Parkwood to Preston for being completely torn out and redone. This street was never designed for the traffic it currently has. Most of the destruction to the road has been the concrete and rock trucks traveling from the Meridian rock plant located by the rr tracks west of 5th street. The only exit back to Preston for these trucks is on Stonebrook Parkway. According to the city manager, the weight of those trucks can be equated to 2 mil. cars aday traveling the southern section of Stonebrook. We will not tear out the bridge. That will just be resurfaced. The road will eventually be a 6 lane divided parkway. Once completed, the city intends to plant trees.

3. The second road to our new elementary school has been held up due to the sale of that land to Baxter Brinkmann who is trying to work with the city to grant land for access, but according to our city manager, is waiting to review the last proposal on the table until the final Master Plan draft has been approved by P&Z and City Council.
