What appears to be a retreat soon becomes visible as an attempt to contact those inside the shield. "I don't think passive-aggressive is the best for this situation. That storm just eats up the magic. If you are in agreement, save what is left of your magic and come out to fight with us. Everyone who comes needs to think of your own way to fight the storm: nothing we've done so far is working. If you don't agree with my conclusion, stay in the shield and work on moving it towards the nearby territories, they need the protection. Let's move!" she ends with a shout, turning again to gallop towards the storm.

She would circle it if she could, but it is far too large for that. She runs through the possible weaknesses of the storm in her mind, with help from her human assistant. In some books, releasing yourself and accepting defeat worked, but that was far too risky. In others, turning what the storm had done against it could work, but who knew how to do that? Maybe getting into the 'mind' of the storm would cause something, or trying to reason... her mind-voice trails off as she shifts the last point over in her mind, weighing it. Liking the taste of it, she canters towards the storm and halts about a hundred yards from it.

Using magic to amplify her voice, she raises it as loud as she could. "Storm!" she shouts, tones ringing with challenge, boldness, and yet also a willingness to compromise. "What is it you want?"
