I can honestly say that I saw 3 stray cats, and two of them crossed in front of my car. The problem is not responsible owners who register their pets and spay and neuter them. The problem is the elderly and other residents who claim they own a cat, but have no registration to show for it and simply leave food outside their doors and replace the food when it is empty. The village doesn't even need to send the cats to a shelter, they can just fix these cats and release them to the streets of East Rockaway again.
