And the village was not obligated to give them a permit. The point of not giving them a permit is that it was an unofficial historical landmark and they did not want to see it destroyed. The point of a permit is to prevent a staple of the community from being destroyed, which is precisely why this is such a grave offense that will be swiftly punished.
