Looking for Stephen Woods

I am attempting to locate Stephen Adel Woods. He is about 6 foot tall, has brown hair, hazel eyes, and is about 235 lbs. He has 2 tatoos on his back. One is on the lower left side. It is an odd shaped cross with skulls. The other is on the upper right side. It is an emblem with "Laura" in it.
He also has a tatoo on his right upper arm/shoulder with the initals "KW". He has a scar the lower left bottom side of his lip, on his right side (tummy area), and knees. He has a big slash on his upper inside thigh. He has a habit of popping/cracking his neck.

He was last seen in Sweetwater, TN. He may have been heading towards Anderson or Indianapolis, IN or somewhere in FL, CA, or VA.
