Possibly but An124 aircraft are in service worldwide
as cargo planes to provide revenue to their operators.

I myself personally witnessed an AN-124 (there's
no mistaking one from within hundreds of away)
landing at the Minneapolis St. Paul International
airport. I was in a metro transit bus when I saw
it landing and it crossed the highway at a height
of perhaps 150 feet less than half a quarter mike
away.

It was truly immense. As far as Steve Douglass goes,
I think he'd know an Antonov versus the "Whale" A/C.

My understanding is the aircraft was here to haul
a series of railroad locomotives or other heavy
cargo to another country on a lease basis.
