Without any grin,

1. Belarus is, must, and have to be ready for war. Anything one, for Chernobyl war, for instance.
2. Right, "England as main power in Europe", and you know what England I mean:
- the US strategic partner in foreign affairs, military, intelligence, economy, culture some way (NATO, 'Echelon', 'spy conveyor');
- the Great Power, WW II winner, was controlling and still implicitly controlling losers states (Germany, Italia etc.) and their citizen companies -- industrial, financial, media;
- the Cold War winner, controlling now new European losers -- Central European states;
- Country, whose people speak English, as a native language. Each language in the EC (EU) is equal to other, but some of them are only official, not working, and so forth... As for English language position in the whole world (in internet, and technical documentation, at least) -- you know this. And the todays only Great Power speaks the same language -- they can communicate easilier, than other states.
- Perhaps I have forgotten something -- add.

Joking aside, men.
