I disagree about the IVY league being a big draw. 3,000 people in Mott gym for a game against Harvard is a far cry from 8,500 for a football game against Dartmouth. I would guess that 85% of Cal Poly students couldn't tell you what state Lehigh is located in. Army and Navy are out of the question. They are I-A teams and require a six figure guarantee. The best way to get decent crowds is to play as many Big Sky schools as possible in addition to UC Davis and St Mary's. UNI and YSU are great football programs but how many residents of SLO are I-AA football guru's. On the other hand, a lot of people know of the success of Montana's football program and also know people that attended Davis and Sac State. If it is all about attendence then they need to stop scheduling the Davis/Sac game as homecoming because those games are going to approach a sellout without a lot of promotion (Because of bands, alums, etc).
