I believe the Foundation, is an arm of the university organize to make money, through investing student money, for the university.

President Baker, as far as I know, has the authority to delegate Foundation money when and if he feels it is necessary.

The only way for Bellos to settle this matter with Cal Poly is for Cal Poly to license Bellos as a distributor of university merchandise.
