Afghans lay down the law for UN

YOUNOUS QANOONI, the Afghan Interior Minister, said yesterday that the international security force should keep strictly to its limited role. “The security of Kabul is the responsibility of the Interior Ministry and no one else,” Mr Qanooni said. “Their main job is maintaining their own security. If a bandit is captured, we will determine if we can capture them alone; if we can’t we will get help from them.” He said that only 1,000 of the expected force of up to 5,000 would be involved in patrolling duties; the rest should remain at their bases. His warning puts down a clear marker that the interim Government will resist any moves to expand the security force, as provided for in the Bonn agreement. The United Nations has appealed for $20 million (£13.8 million) to pay salaries, and other administrative costs for Hamid Karzai’s new interim administration. “They are bankrupt,” Yusuf Hassan, a UN spokesman, said.
