UN tribunal demands war suspects' arrest

Wanted: Karadzic and Mladic

The chief prosecutor at the United Nations war crimes tribunal in the Hague, Carla Del Ponte has accused the Yugoslav army of shielding the indicted Bosnian Serb wartime military commander Ratko Mladic.
In some of the strongest comments she has made on this issue, she told the UN Security Council in New York that the fact that he hadn't been arrested was an affront to the UN's authority.
Del Ponte is growing frustrated at the obstructions she faces
Ms Del Ponte said the tribunal was also facing a lack of co-operation from the authorities in Bosnia Hercegovina, where another indicted politician, the former Bosnian Serb leader Radovan Karadzic, is believed to be living.
There is clearly growing frustration at the tribunal about obstructions that are preventing progress in bringing some of the major figures from the Balkans conflict to justice.
Ms del Ponte asked the security council to use its authority to insist on the arrest of these men.
If we really seek to enforce the rule of law against those who commit acts of genocide, or crimes against humanity, or terrorism, we simply cannot allow Radovan Karadzic or Ratko Mladic to escape justice

"If we are serious and really sought to enforce the rule of law against those who commit acts of genocide, or crimes against humanity, or terrorism, and if we want long-term stability in the Balkans, we simply cannot allow Radovan Karadzic or Ratko Mladic to escape justice," she said.
Ms del Ponte said the liberty of Mr Karadzic and General Mladic was an affront to the authority of the council and that their freedom mocked the entire process of international criminal justice.

Although the tribunal has had major success in bringing figures like former Yugoslav President Slobodan Milosevic to trial, the fact that other alleged war criminals remain fugitives from justice undermines its credibility in the eyes of those who suffered most in the Balkans conflict.
