I suppose it would depend on which direction you're taking.
Will you be concentrating on townhouses alone? if you are, then going slow on e1 is okay.
If you are planning to develop estates (for tax purposes) then you will need to proceed to e2 (elite housing is only available then).

I am trying out a city with only townhouses. so far, so good. unemployment is kept well at bay with artisans and trireme wharves (good idea, Ventsi).

A query here:
Is building athena's sanctuary a good idea?
The sanctuary takes up space. I have one in my city for olives and oil. The only other way is to purchase from Sparta at 200 dr (terribly expensive).
