I just started playing Ep1 and managed to lure the Minataur to the island as Sharon suggested. After playing around a bit, the following seems to be the way to get him there:
1) Wait until immigrants are not coming - he seems to like to eat them and is distracted from the lure. I did it after all the houses were full at hut level but before delivering food.
2) Build three bridges. One from Minataur's island, second to the southern land mass and third from the southern land to the small island.
3) Build two maintenance offices, one on the southern land mass and one on the small island. Remember to add road sections, Minataur is attracted to the superintendent, not the building.
4) As soon as Minataur crosses to the southern land mass, delete bridges one and two. Otherwise he will go back to his island after eating the first superintendent.
5) He should then go after superintendent 2. Delete the bridge to the island as soon as he is there.

Thanks to Sharon for this great idea. Much better and cheaper than bothering with Thesseus.
