Php is a scripting language (http://www.php.net). mySQL is a database (http://www.mysql.com). Essentially, you store records into a database or information - like the messages.
You use the scripting language to read the database and format the final web display, which is done in HTML.
In regards to Pastor Fred's question, the only one I know of is phpBB (http://www.phpbb.com/)- and it is supposed to be good, from what I hear.
