Subject: 300 to 200 dpi

Does anyone know how to convert a 300 dpi single page tif image to 200 dpi? Someone mentioned to me that I should simply change the tags to be 200. It seems to me that this would not change the actual image but simply lie to applications reading the file. Is this the case?
