You are correct about this. As far as I know, with BMP's gray 256 and color 256 are really the same, except for a gray images the red/blue/green palette entries have the same value. To determine if an image is gray or color, I would recommend iterating of the colors of the Palette property, and check if the red/blue/green values are the same for every entry.
