Here is the answer to the centering the image:

ImageScrollBox.HorzScrollBar.Position := x - (ImageScrollBox.Width div 2);
ImageScrollBox.VertScrollBar.Position := y - (ImageScrollBox.Height div 2);



Turns out I don't need the mouse portion.
