Subject: Creating a Animated Gif image (Urgent)

Hi,
I have an Jpeg Image of a star. I want to make an animation Gif image of the Star in such a way that the base of the Star should not move only the upper part of the Star should Rotate.
For example you must have come across an image of the Coin which will stand still only the Upper part Rotate.

So if u can help me pl. let me know the steps of doing the same.
