Yes, I have seen CBuilder add dependencies to packages depending on what packages are installed on the component palette. There should not be any dependencies on VclAdo50.lib.

Yes, disable the Envision bitmap support should make sure there is not conflict with the image lists. After you change Envision.Inc, try forcing a compilation error in EnBmpGr.Pas by adding any text at the top of the file. Then try recompiling the package. This is just to make sure you are really recompiling the package, and the compiling is not just linking existing .Obj files.
