he only workaround to work with ImageList's at design-time is to make sure Envision does not register the TBitmapGraphic class with the VCL to handle bmp files.

For this you need to modify the (Envision.Inc) file, make sure,
{.$define __RegisterEnvisionBmp}
you put a . "dot" before the $define to ignore it.
