JBIG2 and Wavelet algorithyms are developed by many scientists in a long time for different purposes. Some software companies used that algorithyms to develop their end-user applications or SDKs. Lizardtech is one of them and developed DjVu which is a combination of JBIG2 and Wavelet Layers. JIBG2 is for B&W ilayers while wavelet is for color parts.

Here is the link, you may find some information but I don't recommend you. These algorithyms are extreamly absolute, you will never find an exact definition of the format like TIFF of Gif. DjVu files are created by an application and its price is high while the viewers are free. DjVu decode SDK is also free and I will implement the decoder SDK only for Michel's component. I think there is no need to implement JBIG2 encoder.
