Subject: Placing fixed bitmaps on an image

Is it possible to place a fixed image on another image?
Example: I have i JPEG image thar shows a living area
or a block of flats . Then I want to place a fixed CIRCLE
or an ARROW on that image to indicate a precise location in the jpeg.
