That is a tough question. I am currently using the Tiger OCR engine with an application that uses Envision. It was some work to integrate it and there are better engines available, but its advantage is that it is very fast.

I don't use deskew, but Francesco Pucino, <a rel=nofollow target=_blank href="http://web.tiscalinet.it/delphipage/,">http://web.tiscalinet.it/delphipage/,</a> has developed a deskew class from Envision.

I would recommend looking into FineReader, <a rel=nofollow target=_blank href="http://www.abbyy.com/,">http://www.abbyy.com/,</a> which is advertised as having support for Delphi.
