Hi Bob,

I have come across, probably on Delphi Super Page or Torry's, a native component to create PDF files. I have not tried it though, but converting existing images to text will require OCR.

I am quite sure, Acrobat (not the reader), can OCR images and save them as PDF, with both text and image. There may also be an ActiveX control if you need to do that programatically.
