Rotating the image will not be very difficult. You may use the TRotateTransform. There is an example of this in the DemoMain.Pas unit.

To send the image using the internet, it depends on how you want to do it. If it is to be done manually, simple email would work.

If you want automate there are many approaches, ie, ftp, http, directly of TCP/IP. There is a good open source library for this, called Indy. I think there is a link from www.nevrona.com.
