The African horn population of lighter skinned African natives are considered very attractive, probably because they are. Isabelle Adjani has some ties through her family that originate from there and in her prime, there's been few as stunningly beautiful as she was.

Back to the song, I think it was the ability to 'pull' the birds/ladies/women of such backgrounds was what the song was about.

The La's and "There she goes" might be the song you're thinking of. That WAS about heroin.
