SA the throw has always been semi legal and their AFL teams have always been a bit more suss in their handballs.

The standards in AFL for legitimate handballs has been dropping for some years now and almost anything is allowed. Most games have a few just outright throws. And many of todays handballs would have been deemed throws a few years back.
