Listen folks, the reason D-II programs have been going D-I like cockroaches crawling out of the woodworks is because of the lure of the NCAA Tourney. When the tourney doubled to 64 teams and automatic bids were given to the champions of all the lowly conferences, the landscape was radically altered for mid-major and foreign recruiting. It was in this environment that Homer was able to turn the VU program around and it was this environment in which Kampe made his D-I debut. Kampe had a great year with an experienced, top-level D-II team (make what you want about that) and subsequent years with D-I talent have been reasonably good, but not stellar. It is doubtful that Homer, with VU's tiny enrollment, would have done as well without those NCAA Tourney changes. Clearly this was the major struggle back then. Kampe couldn't have even justified the move to D-I and the quality of his D-II players wouldn't have been as good as they were. If he had headed a D-I program back then with OU's budget it would have been the same uphill battle Homer faced.
