Subject: 今年经济不景气 H-1B名额空前有余

由于911事件对人们日常生活的扰乱，尤其影响企业经济信心等，因此今年在会计年度结束前，没有出现往年那样赶报H-1B的情形，加上今年经济不景气，使目前的H-1B名额空前有余。

移民局早在今年7月对H-1B名额就有通报，至今年5月23日，2001年的195,000个名额用了有117,000。当时等待审批的有40,000个名额，并非全部的申请会被批准，当然其中被否决的就不计占名额；加上其中所有大学、研究院和非盈利机构的申请案本身是不占名额的。

每一年会计年度的终止日是其日历年的9月30日。即是说，现在的日历是 2001年11月，却是2002会计年度的第2个月。2002会计年从日历2001年10月1日起算。

由于911事件对人们日常生活的扰乱，尤其影响企业经济信心等，因此今年在会计年度结束前，没有出现往年那样赶报H-1B的情形。赶报的结果，又往往透支下一个会计年度的名额。目前的情况正相反，上一会计年度就有节余名额给这一新的会计年度。具体节余多少移民局没有具体数据公布。

加上今年经济不景气，有许多企业缩减、倒闭，致大量裁员，外籍员工打道回府。外籍员工的H-1B名额就这样又空了出来。

上述几个方面加起来，使目前的H-1B名额空前有余。当今移民局对H-1B审批也相对宽松，由于积案不多，审批也较往年快捷省时。
