The incompetent police at the scene were apparently unable to follow the obvious trail of destruction left behind in the wake of the Hulk's escape, thereby allowing the monster to not only escape but find a disguise as a normal looking (albeit bad tempered) human being..says the chief of police "Well, these things happen.."
