Basically, there is no motor, the flap (middle of intake manifold, see round rubber cover) is actuated by vacuum (sourced from 4-way off the brake booster) and is controlled by the brain sending a signal to a solenoid (mounted on driver side cam cover area) to either pass the vac to open flap (controller is under intake manifold) or hold shut.

A quick test is to take off the round rubber cap on the intake manifold and place a piece of tape on the shaft head underneath. Make it stand up so you can see it from inside the car peering under the hood. Then start your engine. The tape should rotate 45 degrees and snap back as a startup check indicator (this is my infamous tape flag test). Kill engine. Start and watch for wave again in case you blinked and missed it the first time :)

Others have tried with success to free things up: manually rotating the shaft with needle nose pliers, spraying some lube on the shaft head, as well as some into the vacuum control line going to the flappy controller underneath the manifold. Sometimes that's all it takes to get it to work.

You can also disconnect the solenoid and manually apply +12v and ground to it and it should click open/shut indicating the solenoid works on it's own.

These are basics - post what happens and we go from there! Be gentle with rubber fittings and especially the 4-way off the brake booster. FUBAR that piece and you aren't going to be driving your car till replacement part comes.
