Hi Mike

The C-Valve opening and closing work on vacuum. In normal operation the valve closes when the car is shut of.(No Vacuum) There is also an up and down slider control on the side of the vents on the cabin side of the C-Valve. This controls the degree in which this valve opens.

This is operated by a very small micro switch under this slider. If this switch is faulty it might also prevent the valve for opening.

Yes, I believe the AC will work with the valve tied open.

I supose anything that is forced to do what it is not meant to do, is not a good thing.
