If there are large benefits and small problems from the legalization, it will spread like wildfire.

But, if there are large problems and small benefits, then I think you'll see public opinion go negative again in a heartbeat.

I think that's part of what's happened with marriage equality. Opponents predicted the end of civilization. The reality is that there is no impact on anyone except the people getting married, and that's a positive impact. People saw that in the early states, and now 1/3 of people live in states with full marriage equality, with another 17% in states with partial equality.
