Bush and his administration can't help it, he is being manipulated by negative aliens that want another bloody war. Almost all the senate is being mind manipulated\brainwashed too so they wont even have a discussen about goind to war. Just like at the end of Star Wars episode 2 where the senate was being said to be under the influence of that dark jedi whats his name eh?
