Well, we don't -need- to use hakpaks, but there are some that could be very handy.
For example the Faewood, which is supposed to have Elves living in it. Right now it would have to be built with the Forest Tileset. There aren't enough buildings (mostly tents anyway) in that tileset to make a city. Then you'd have to turn to using a large open space with the rural tileset to make a little village.

The other option would be to use a hakpak. Currently there is a hakpak that allows a tree-city, where you walk across wooden boards from giant tree to giant tree. To me that sounds preferrable, even though the hakpak still has some bugs.

Another example is the rural tileset. Right now the rural tileset is actually very limited. If you want a castle that's standing on the grass - not possible. There's also just not enough buildings in the rural tileset to make any sort of larger village. You end up re-using the same houses four times. I downloaded a hakpak (9.25mb) which combines the city tileset and the rural tileset. It allows you to place all the city tiles as well as the rural tiles in one. It looks good too. I see this tileset as very useful for the smaller towns around Duath and perhaps Kyrdanna.

Yet another example for why we want a hakpak, is custom placables. There is no placable ladder in the game, but there is one stuck to a tileset. It should be easy enough to turn that into a placable ladder. Same goes for some other things, like walls that do not occupy an entire tile or perhaps we need some large Ankhs. Things like that will require a hakpak as well.

Ofcourse, we don't need all those hakpaks and we don't need them at once, but I do suggest using atleast some, since they can make things a lot easier and prettier.
