Low magic item campaign usually works for me, though I never mind having little things that do useful, but relatively powerless things. Such as a gem that emits light that the character can use instead of a torch. Or maybe a dagger with the mend enchantment on it so it repairs any clothing it slashes through. Or a spoon of excavation!

As for weapons with plusses, you could make them -very- rare or you could have some sort of penalty for using them. Magic is generally feared in Faalor, maybe you could make it a crime to own a magical item.

I'll stop with my psychobabble. Low magic items! Sho' nuff.
