Preistly magic is limited by the Church. They monitor all magic but particularly magic which is of divine origin. The most sophisticated folks on Faalor realize that there is a difference between magic and mircales and, because the Church is so heavily involved, their main efforts will be in containing the rampent misuse of divine power.

Is that an answer? Any other thoughts or comments?
