You will be able to find a small number of low level magic and quality items in town. You just won't be able to find any higher level magic items for sale, as you'll either have to find them as plot rewards or otherwise recover them from adventuring.
Healing kits. This will be tricky, but I'd like to make these fairly rare. Each house will have a supplier NPC who will have on hand about 2-10, +1 kits per session for PCs to buy at extremely cut rates. Other items will be will be likewise given to House members only.
Player pay. Each week, PCs will be given 100 gps to do with as they wish, as payment from the House nobles. This may increase or decrease depending on how well the party does. Bonuses will probably be given for completion of specific jobs. You will also get gold and loot from adventuring and trading. I will make sure to set up some adventures where your character can gain a good amount of gold, if they survive.
Starting equipment. You will be given 1000 gp to begin with. Plus, as part of your employment, you will be given a suit of armor and clothing appropriate to the House your character serves.
Generally, I'm working from a scarcity model. The economy of this campaign will be somewhere between Faalor I and Faalor II, both of which were a little extreme. Everything you are able to obtain in this campaign should be through some work. Because, I see this as a sort of competitive campaign (House v. House), you will often be competing against other PC House(s) for material and political capital. If your party does well, then your character will probably have access to more money to buy better equipment.
Racism: yes, I will be accounting for racism in the system. Elves, half-elves, and half-orcs in particular will be charged more and get less for their items. They will also be disallowed from some NPC establishments, including some Houses. Dwarf merchants will do business equally. I’d like this to be primarily a human-centered campaign, with a couple of dwarf PCs and maybe one or two other races; it just makes sense in this setting.
Overall view of the campaign. This is what I’m thinking so far. I’ll divide up the player base into groups of 3-6 based on attendance from the last campaign (so at this rate, it looks like just two groups) and make each group decide OOC which House they will be part of (at this point it looks like Osred and Vedis). To begin the campaign, you will have been just hired on a sort of “special action” team (if you’ll pardon my use of the term) for the House. (You could be an actual family member, but more than likely a second cousin or disgraced third son.) I’ll let you wander around town and RP with your house mates. The second session will have some kind of completive experience, either a council meeting where the party must negotiate for their house or maybe a “quest” for an item which both houses wants. After that, I’m willing to let you guys create player-run quests and activities. I’m really hopeful that this will be extremely open-ended with a variety of ways of playing. That said, I am leaving the possibility of PvP open. I must warn you though, that direct actions against another noble house will have the whole noble community down on your heads, permanently scaring the reputation of your house. I’d ask that if that’s where the story leads, that you give me plenty of time to set things up. Remember each house has a small private army to defend itself as well. Use your heads and I think it will be very cool.
