Interesting question! A possible answer: I recall that in late 1987, there was a QL on AT40 regarding platinum-certified singles that didn't hit #1 (at that time, a single had to ship 2 million copies to go platinum). Up to that point, there were three: "Take Your Time" by the SOS Band, "Elvira" by the Oak Ridge Boys... and a Star Wars story-single that never charted, because it got no radio airplay. Considering how much sales of singles have dropped off since that show aired, I doubt that any other singles that missed the Hot 100 would've sold over 2 million copies (unless they were just never submitted to the RIAA for certification).
