Not sure about the couple of years before the Hot 100 began, but it looks like 2 songs are tied with 8 top 40 weeks each. Freddie and the Dreamers spent 2 weeks at #1 with "I'm Telling You Now", and Herman's Hermits had one week on top with "I'm Henry VIII, I Am". Both songs spent 6 of their 8 top 40 weeks in the top ten.
