AT40 had very little rhyme or reason on double-sided hits it seems. During the early years [70-73] They seemed to play either side more or less equally. Donny Osmond's singles were almost all double-sided hits and AT40 seemed to do a good job on playing each side. "Junior's Farm/Sally G" by Wings had AT40 play "Sally G" a few times during that records chart life. The last single that AT40 played both sides more or less equally was "Hurt/For the Heart" by Elvis in 1976. After that, I can't recall AT40 ever playing B-Side of a Double-sided it.

I think you're right, the BTO hit is the "holy grail" or chart watchers everywhere. Billboard magazine never explained it in the magazine itself in 1974. "Free Wheelin" was a tribute to the Allman Brothers I do believe and Oct/Nov was the anniversary of Duane Allman's and Barry Oakly's deaths, so its sudden interest in radio is not without merit. However, a chart glitch also can't be ruled out.
