Subject: Why does Harper get so easily intimidated by Dylan?

 I've noticed, especially in seasons 2 and 3, that Harper doesn't not really stand up to Dylan. All the captain has to do is give the guy a look and he backs off example- in for whom the bell tolls. Has anyone else noticed this?
