LL was taken to court for this. And they lost! They can not tell anyone what they can or can not do on their spare time. it is true that LL would like to have more control than they do.
We have been through this for several years, and as recently as last summer. Personally, we will never do both again. We will miss our LL friends and will go back to cheer for them when we can. Very thankful that LL gave the start, ability, and passion for the game to allow us to now spend our time traveling to play the game with and against others that are so talented and like it as much as we do.
Coaches and officials (umpires, BOD,etc) can not have a conflict of interest. Meaning, some one would have to prove that they were using LL for gain for the other organization or were not doing their LL duties because of interference caused by participating in another organization. Examples: Manager is not having LL practices to have ASA practice instead. Board member is using his/her position in LL to gain access to fields, players, or money for use by their TB team. Player Agent using LL to gain access to players birthdates and private information.
If you will look under tournamnet rules in your LL rule book, that is the only place it says anything about players participating in multiple organizations. Put simply it is up to the coach or manager to decide if a player's participation is interferring with his ability to run the team. Example: If the coach doesn't care if a player misses a LL game, even in a tournament, to play in an ASA tournament, then there is nothing anyone else can do about it.
You can NOT use LL equiptment in any other organization. For example, wearing your LL uniform to play in USSSA states. It does belong to LL, they have those stupid patches to prove it, and they can control that.
1 other discussion was LL's pitching limitations. If you pitch X# innings in TB in the morning, you can still pitch in LL that evening. LL can only control how many innings are pitched in LL.
As for an exact duplicate of a LL team playing in another organizations tournament, I have never dealt with that. I have seen several do it, but never tried it myself. If you register your travel team prior to LL starts, isn't it then that LL is copying you? If it is an All Star team, LL AS are not allowed to be announced until June 15th. If they are playing together before that time, how are you to know that your exact travel team will be chosen?

On a personal note, don't over do it. Burn Out is hard to cure, can have a long recovery period, and in some cases life long side effects.
