No, what it didn't do was save Enron, but it sure looks like it WAS custom written to help. It sure helped the execs. Look at where the money went. It all went to politicians, Reporters, and Execs. When this "Energy Policy" came public investors got "drunk on the wine of" the prospect of oil flowing freely from previously protected environments. I didn't read it all yet, and on first reading am just skimming, but haven't found one example of any "new" energy source being promoted that Enron didn't have a stake in.

Enron has been thouroughly plundered, or is in the process anyway. All it's holdings are still operational, except for ones that have previous reasons for closing. The offices may be closed, but the business is full swing. The stock of the co that is buying their main holdings is rated "buy". The oil industry is definitely just fine.
Nothing can save a pyramid scheme. The winners still win, though. There may be a few scapegoats thrown to the lions, a few assisted suicides to make sure the "right people" are not accused, but that's business.
