I need to read this closer than a cursory look, but the "Eagle's Nest" comes to mind, not so much because of location, but because of mindset. The plan is shot through with flaws, but it is what Bush wanted to hear. He understands fporce, or so he thinks he does, but I don't think he really understands what it is for.

Overall, the thing makes us hugely vulnerable to mistakes; mistakes by manipulation and mistakes through simple errors. I guess if those mistakes kill people, it isn't a big deal to these guys, but it is a big deal to the enemy. In fact, the enemy is probably betting on it. When we are compelled, by political needs, to take action, then we are bound to mess up. To these guys, it is easier to conceal the mistakes than to think through the issue.
