You're probably right, but if I could sense a certain wrongness in the phrase, why wouldn't someone who assumes to manage this country catch it? I would expect more.

To me, they meant to understate the presidency, stressing its management functions more than anything else. Nodeling the concept, Congress clearly carries the voice of the people while the president, although directly elected, serves to manage. I think we're making a mistake in confering "leadership" and such on that office.
