I'm sure that somewhere in the Georgia law is a detailed listing of the requirements for petitions or initiatives to change the laws. The process varies from state to state. In most cases, I think, you have to get a certain percentage of the registered voters to sign before the initiative process will actually start.

There are probably organizations in Georgia that deal with petitions - check with your local party people. Democrat or Republican, if they think it's an issue that will galvanize voters, they'll help. I'd suggest you start locally, and if it looks like it really has a lot of support, you might be able to get a committee to solicit funding for a statewide drive. Send copies of your advertising material to all the networks anywhere in the state. Some of them may take an interest; if just one or two do, you'll reach a lot of people.
