To refresh the topic, I have created a new one, in the old one, I was saying how I tracked FireStorms IP to a certain ISP, I then sent that particular ISP an email about him and this was their response:

Thank you for bringing to our attention this abuse of the Internet. BT is
very concerned that our services and products should not be used to harass
anyone or to transmit offensive material.
I have sent this to abuse@btinternet.com for further investigation as they
are the abuse team who would look after and investigate reports regarding
this IP address range and not abuse@bt.net.

I'm afraid to notify you, but someone using your service, is using his
connection to perform malicious activies on the net, he has hacked around 15
sites and is threatning many people, He posted on a forum and I managed to
get his IP address: 213.120.56.45 ,He also created a website
(<a rel=nofollow target=_blank href="http://firest0rm.cjb.net)">http://firest0rm.cjb.net)</a> and lists the sites he has hacked. While I havent
read your Terms Of Service, I'm sure that 'using connection to perform
ILLEGAL and MALICIOUS activies' is breaking them... Please do something
about this hacker....
