The old structure truly emphasized "raising up" what were called 'nationals' to lead their local church. However, the higher up you went, the more American the leadership was.

Kip was in Los Angeles
The 12 World Sectors leaders were in Los Angeles, only one or two were not American (One was Latino, but I do not remember which country, I do not remember if Frank Kim was American or not).

The Geographic Sector leaders tended to be Americans, the man leading the churches in Africa (until recently) was an American. The Soviet churches were lead by a 'national', but a high-powered HOPE rep still lives in Moscow. (In Russia, churches are funded through HOPE, so being the VP of HOPE could potentially give you a lot of power)

On the whole, though, I think we were trying to duplicate a personality type and certain behaviors, but not necessarily enforcing it long term by making sure every church had an American in charge.
